I must admit, my first thought wasn't how skilfully the arrow was made but the power of the shot that drove it deeply into a thick piece of bone. I'd guess a short range hit but hard to tell more from the information given.

I thought the comment about a lack of other wounds amongst the burials a bit daft, as moving corpses a long way for burial is unpleasant and a pain, so something you only do for kings normally. The reason this chap was buried with an arrow in him is presumably precisely because he survived and was able to get home.  The other individual with what sounds like a probable next wound may have been the victim of local crime.
