It appears to be not so much a library that has been found as the books that should normally reside in a library.  Presumably, somewhere there is an empty building with some grumpy librarians waiting for lenders to return its very overdue contents...

Medievalist are recycling an old story here.  They published the find in 2022, with the same pictures.  The new article is really an update. What is worrying is that the the library as catalogued in 1864 had 7,700 books.  Were the ones in the tower overlooked in some great antiquarian sale?
