I had to look, after that comment about the 'land mine'. Decent attempt by a local journalist to describe the effects of the piece of kit in question ✔️✔️.

If he is thinking about the modern British use of the term as an analogy, the 'new towns' would have been all the 'proper' ones (like Deva or Corinium), with their pre-planned roads, amenities etc.
