To be fair, when the Romans had to mend a road, they didn't have to stop everything to let the archaeologists see what was there ;D

They had actually repaired it but, immediately after they'd gone, the aquaduct board came along to do some urgent work on the water supply.
or if it was like our local council, just chuck an ill fitting and oversized chunk into the hole and hope for the best......
