The Carthaginian navy

Looking at the Carthaginian navy there seems to be a lot of discussion on ship types and tactics but very little on recruitment of men and organising the building of ships.
I get the feeling that building was more centralised than in Athens, but do we know anything about how oarsmen were recruited?
