Indeed.  Access to formal military education and the logistical understanding and siege craft that went with it is often overlooked as a key instrument in the effective use of power in the middle ages.  The Rus were only able to break through the hold that the Khazars had on the steppe lands when Byzantine expertise helped them besiege and destroy the Khazar fortresses, and just look what the Mongols were able to do when they acquired Chinese siege skills through capture.
