Once the fort's up and running they can reclaim that piece of land for Italy as the direct and legitimate successor of the Empire. I mean, Britain handed over her empire to those who had prior claim to the colonies, so it's about time Blighty herself went back to those who were there before the Saxons. The ancient Britons no longer exist so that leaves the Romans.

Well the Welsh ones have got Wales (or could have it if they made their minds up  ;) ) and the Scottish ones have got Scotland. But what about the ones that used to live in England? They all intermarried with the Saxon invaders to get a better deal and gave up their birthright in consequence. I'm surprised Mussolini never brought it up.

Oh wait, it is in Wales. Sorry.

It depends where you're coming from, technically those north of the Wall would have little claim to be Britons and Roman Citizens  ;)

Even if you stick with Britons, the Britons in Scotland were probably mainly in 'Strathclyde' in it's old sense. Most of the rest of the lowland was colonised by various Germanic types. North of the Highland line you're looking at a mixture of Pict, Irish, Norse, and an admixture of other stuff

Who would be the legitimate successor state to claim this bit of Wales?  Is it the Pope?  Is there some oddball out there who claims to be the rightful Eastern Roman Emperor?  They would have to demonstrate legitimate interest before the courts would touch their case.  And, given their tardiness in coming forward (1600 years) , the courts may decide that some more recent owners who can show good title have a better claim.
