This seems to be entirely based on this paper, which is indirectly referred to but doesn't seem to be directly referenced.

Roman concrete fans might have a ball by searching the forum for previous papers - we have a number.  This article , which claims to explain how Roman concrete lasts so well due to "hot mixing", might suggest that the new theory is not quite novel as it seems.
